EXECUTIVE SUMMARY

Mid-West University (MU) presents its Five-Year Strategic Plan of Action, 2082/83–2086/87 (2026–2030) under the theme shaping academia, research, and innovation. The Plan provides a university-wide roadmap to transform MU into a globally engaged and reputed university that advances innovation, inclusivity, and societal well-being through proactive learning and sustainable development, while remaining firmly rooted in MU's federal mandate and the development priorities of Karnali Province. The Plan is grounded in an evidence-informed, participatory planning process that integrates desk review, leadership consultations, stakeholder engagement, field observations, and thematic sub-committee analysis, culminating in a consolidated strategic framework endorsed through formal institutional validation. A core analytical anchor is the University's comprehensive S-W-R-F-C-O assessment (Strengths, Weaknesses, Risks, Foresight Factors, Challenges, and Opportunities), which clarifies the University's competitive positioning and informs strategic priorities, implementation sequencing, and performance management. Institutional Context and Rationale: MU has expanded rapidly since its establishment under the Mid-Western University Act (2010). It currently operates through multiple campuses and institutions across provinces, offering 59 active programs within a wider approved portfolio, with strong growth in enrollment (over 12,700 students as of January 2026, reflecting major growth over five years). MU also holds significant physical assets and a growing institutional footprint, including evolving digital systems (EMIS/LMS/ERP), research grants, training programs, and partnership arrangements. At the same time, the Plan recognizes persistent constraints: uneven academic quality across campuses, limited specialized faculty strength, insufficient labs and research infrastructure, fragmented systems and financing, and the need for deeper digital transformation and climate-resilient SMART infrastructure.
